Environmental Analysis and Permitting Inc. (EAP, Inc.) is an ecological consulting firm that deals primarily with wetland and wildlife issues. The firm has been in operation since 1990, and serves a variety of clientele including engineering firms, developers, municipal and state government, and private homeowners.

The two senior staff members of EAP, Inc. have over 75 years of experience between them in ecological consulting and permitting. The varied project experience includes everything from design and permitting of lake front restoration for a homeowner, to wetland delineation, mitigation design, and permitting for 18 miles of new limited access expressway.

The two senior staff members of EAP, Inc. have over 75 years of experience between them in ecological consulting and permitting. The varied project experience includes everything from design and permitting of lake front restoration for a homeowner, to wetland delineation, mitigation design, and permitting for 18 miles of new limited access expressway.

The staff of EAP, Inc. typically work as part of a project team. They have worked with most engineering and planning firms in central Florida, and many in other parts of the state. Project locations, although typically in central Florida, have included sites from Key West to the Florida Panhandle and the Caribbean. In many cases our relationships with clients or other consultants exceeds 30 years in duration.

Ecological Assessment

It is often helpful to potential property buyers to determine the develop ability of their proposed site prior to purchase. Particularly with large acreage parcels, environmental constraints such as the presence of jurisdictional wetlands and protected species can have a profound impact on the suitability of a site for development. It is important for a potential buyer to understand how these factors may affect the overall acreage available for development; the costs associated with addressing wetland and wildlife concerns; and any additional time that may be required to address these concerns.

Wetland Delineation

In order to plan for the orderly development of a site, it is imperative to have wetland delineation performed prior to the initiation of the site planning effort. Failure to take into account the wetland constraints of the site can lead to project delays, unrealized expectations, and costly redesign. EAP, Inc. can provide wetland delineation services.

Wetland Mitigation

In some cases it may be necessary to impact wetlands considered jurisdictional by the ACOE and/or the SWFWMD in order to maximize the development potential of a property. As part of the permits authorizing wetland impacts, the regulatory agencies will generally require compensatory wetland mitigation. EAP, Inc. can assist you by providing cost effective, constructible mitigation, or determining if mitigation bank alternatives better suit your project needs.

Environmental Permitting

In today’s regulatory environment, nearly all land development projects require some sort of environmental permitting. The most common type of environmental permitting is the Environmental Resource Permit (ERP), generally issued by the regional water management District’s or the Florida Department of Environmental Protection (FDEP). The ERP includes a review of the potential for impacts on wetlands, impacts to wetland dependent protected species, and the surface water management system (i.e. stormwater system) for the site.

Protected Species

The presence of protected species on a site does not preclude development; but may affect the extent and configuration of the development and the type of permitting required. The overall impact of protected species on proposed development can vary depending on the species involved, the adopted management plans for the species, and the extent of the species on the site. Expert Testimony

The staff of EAP, Inc. has provided expert testimony for a variety of clients in a number of different venues. These include Administrative Hearings under F.S. Chapter 120, Circuit Court and Federal Court. These services are provided in support of permit activities, as the result of property owner lawsuits against third parties, and as part of the eminent domain process.
